Real estate sector into the tax net in a meaningful way!

There is little to suggest that this trend in the tax to GDP ratio can or will be arrested, let alone reversed anytime soon. Measures to tax luxury goods (which will generate an intense debate on what is a luxury good and whether it hits the middle class more than the rich), to bring the stock market and real estate sector into the tax net in a meaningful way are likely to prove insufficiently bold, if they are taken at all, for fear that they will spook foreign and domestic investors and pop the stock market and real estate asset bubbles (which could pop any day anyway). Over 3,000 govt plots allotted without approval in Karachi

ISLAMABAD: A minister in the Shaukat Aziz government issued unauthorised and unapproved ownership certificates two years ago to more than 3,000 persons in Karachi on his own authority, without any government approved policy. According to one estimate, the value of this government property is more than Rs 200 billion.

The Housing and Works Secretary, Abdul Rauf Chaudhry, told The News the issue would be taken up before the new government as the then minister had awarded the ownership eligibility certificates to residents of the government-owned accommodation in Karachi in more than 3,050 cases.

Pak textile industry losing competitiveness...

The latest increase in the prices of petroleum products has also escalated cost of textile exports, making Pakistan’s textiles less competitive in the world market, according to Internet.

This was stated by Pakistan Textile Exporters Association (PTEA) Chairman Tahir Ishaque Bharara during his meeting with a delegation of the All-Pakistan Textile Mills Association (Aptma), here on Monday.

The Aptma team comprised Iqbal Ibrahim, chairman, and Akbar Sheikh and Tariq Saud, zonal chiefs of Lahore and Karachi, respectively.

PML-N calls for ‘contained’ Basant

LAHORE: The Pakistan Muslim League-Nawaz (PML-N) leaders have called for the celebration of Basant in a contained manner.

Commenting on the pros and cons of the event, Dr Saeed Elahi, elected from PP 152, Lahore, for the Provincial Assembly, said that there was no harm in celebrating Basant within certain parameters. “An individual should not be deprived of his right to enjoy himself,” he said. “It should be celebrated in a restrained manner within an atmosphere where people can take to kite flying without the fear of harm.”

He said Basant-related activities should pose no threats to the life or property of any citizen. However, he said that activities like throwing sumptuous lunches or dinners and uncontrolled aerial firing should be banned.

Negotiations between US and Pakistan on BIT suspended

ISLAMABAD: The negotiations between Pakistan and United States on Bilateral Investment Treaty (BIT) are currently suspended as small but significant numbers of differences have persisted on issues of considerable importance to the United States.

“In 2007, the Bush’s administration completed a draft of the proposed Re-construction Opportunity Zones (ROZ) legislation and is working with Congress regarding introduction of this legislation for formal approval,” said a report of United States Trade Representative (USTR) 2008 Trade Policy Agenda and 2007 Annual Report of the President of the United States on the Trade Agreements Program.

Pakistan could become IT leader

The principal officer, United States Consulate, Bryan D Hunt, has said Pakistan has the potential to become one of the leaders in Information Technology, but it would have to take some strategic decisions regarding the implementation of property rights laws. Hunts comments came at the closing ceremony of a three-day LCCI IT Fair-2008 on Wednesday.

US-Pakistan trade ties growing, USTR 2008 Report lauds Pak steps

WASHINGTON, March 5 (APP): The US-Pakistan trade grew in the year 2007 and the two countries continue to expand their bilateral trading relationship, particularly through US helping Pakistan foster a climate conducive to increased foreign investment, a new American annual report said. The US Trade Representative delivering the 2008 Trade Policy Agenda and 2007 Annual Report to Congress on Tuesday noted that a top priority for the Bush Administration in South Asia has been to build a relationship with Pakistan as a strategic partner for the long term.

DHA agreed to pay 75 percent of charges

LAHORE: Traders in the Defence Housing Authority (DHA) H-Block market have slammed the authority for levying hefty development charges on them. The DHA, on the other hand, said the traders had agreed to pay 75 percent of the bill

The traders in the market have asked the DHA to exempt them from the heavy amount of utility bills that the authority had sent to the building owners for the market’s development project. They said the project was the DHA’s initiative and the authority should pay for the project itself instead of charging the businessmen for it.

The DHA had started the Rs 150 million project in 2007. The project included bringing electricity and phone lines to the market through underground wiring.

Election Boosts Pakistans Stock Market

Investors sent Pakistans benchmark index to a record close as they welcomed a move toward democratic rule.

But markets elsewhere in Asia as well as in Europe were weaker, hurt by crude oil that hovered around $100, which added to fears about inflation, concerns that the global credit crunch was claiming fresh victims and disappointing earnings.

Analysts said that investors would probably remain bullish on Pakistan, but that gains in Karachis key index depend on the coalition the opposition parties put together when forming a new government. Foreign investors, who have been selling Pakistani assets since November amid the countrys political crisis, will probably buy more stocks now.

The two main opposition parties won 154 of the 268 contested seats, according to the Election Commission.

Real estate sector expects revival after polls

KARACHI: Major players of the real estate and housing and construction industry are desperately hoping for fair elections to witness a revival of their sector which is experiencing an all-time low period while some believe that property prices would shoot up with revival of investors’ confidence in the country.

“Trading of properties is at a standstill now, after the elections properties in Pakistan would spiral up to five times as the new government would be able to offer a stable country to investors,” said FPCCI sub-committee for housing and construction Vice President Munir Sultan.

He said that according to the World Bank report of 2007, there is a shortfall of 8.82 million proper houses in Pakistan in comparison to the population while Karachi happens to be the most-affected city of the country.

Musharraf Instates DHA Desalination Plant

KARACHI: President Pervez Musharraf instates the desalination plant constructed under the management of DHA on Monday 11 February 2008.

The plant is planned to daily provide three million gallons of drinking water and 94 Mega Watts of electricity as well as power supply to the area will be channelised through main grid of KESC.

Clifton Cantonment Board will supply water to the residents of DHA through a specially laid down water pipeline system. Water shortage and power crisis facing the Defence area would be brought under control to a great extent.

This is the first ever desalination plant equipped with the latest technology in the country’s history.

The project has been completed in three years with foreign investment of $120 million.

REITs to fund projects worth over Rs5bn

KARACHI: Caretaker Federal Finance Minister Dr Salman Shah has said that REITs offer an opportunity to benefit from real estate upsides while broadening and diversifying supply side of securities and adding depth to capital markets.

Speaking at the launch of Regulatory Framework for Real Estate Investment Trusts (REITs) by the Securities and Exchange Commission of Pakistan (SECP) on Wednesday in Karachi, he said that REITs are transparent, tax-efficient, income producing, professionally managed collective investment schemes (CIS) in real estate ventures.

Shah said that REITs were part of the new initiatives taken by the SECP. The launch of REITs reflects the commitment of government to provide an enabling environment to the financial and real estate sector.

LAHORE: The Securities Exchange Commission of Pakistan (SECP) Chairman, Razi-ur-Rehman Khan has said that the newly-launched Real Estate Investment Trust (REIT) will provide people with limited capital, an opportunity to invest in the real estate and also provide the sophisticated investor another investment avenue. It will also bring in price delivery and transparency in the real estate sector, he added.

He maintained that REIT had witnessed a worldwide success over the past decade, particularly in Asia. Ecnec to approve 32 projects in Pakistan!

The Executive Committee of National Economic Council, which is scheduled to meet on February 6, will approve 32 projects in different sectors worth Rs 87 billion, top of which is procurement of 300 new design high speed railway bogies, probably from China, it has been reliably learnt.

Real Estate Investment Trust Regulation 2008 issued

ISLAMABAD: Securities and Exchanges Commission of Pakistan (SECP) has notified the Real Estate Investment Trust (REIT) Regulations 2008.

REIT will provide an opportunity to the general public to pool funds for investment in the real estate sector. It is introduced in a trust structure where the property itself will be vested in the name of the trustee and REIT Management Company (RMC) will manage the real estate on behalf of the unit holders.

378 service centres to be set up for property matters in Pakistan

Punjab Caretaker Chief Minister Justice (r) Ijaz Nisar has said that 378 services centres are being set up to facilitate the people in getting Fard and transfer of property.

He was addressing a high level meeting held to review the pace of computerization of land revenue record project at the Chief Minister House here Tuesday.

179 industrial units under construction in Port Qasim in Pakistan

Despite limited infrastructure facilities, 179 industrial units are under construction in Port Qasim Authority (PQA) area.

This was stated PQA Chairman Rear Admiral Syed Afzal at a networking session and oath taking ceremony of newly elected managing committee of Port Qasim Association of Trade & Industry (PQATI) for 2008 at Country Club on Tuesday.

ISLAMABAD, Jan 15 (APP): Caretaker Minister for Housing and Works Nisar Muhammad Khan said on Tuesday that a foreign company would invest $1.5 billion in the housing sector in Pakistan to cope with housing problems in the country. “For the first time in the history of the Ministry for Housing and Works such a huge foreign investment will come to the housing sector in Pakistan,” he said in an interview with APP here.

Senate Committee Calls for elimination of corruption from Estate Office!

ISLAMABAD(APP): The Senate Standing Committee on Housing and Works directed Ministry of Housing and Works to purge the Estate Office completely of ‘Culture of Corruption’ and ensure transparent allotment of government houses.

The committee which met at the Parliament House on Thursday under the Chairmanship of Senator Muhammad Ali Brohi also recommended construction of a residential colony for the police employees posted at Islamabad Capital Territory (ICT) and asked the Estate Office to prepare its PC-1 within one week, said a press release issued by the senate secretariat.

The chairman turned down the police department’s plea to legalize the occupation of flats/government quarters by the police employees (a sort of one-time waiver) in Islamabad, arguing that it would set a dangerous precedent for future. Click here for full story

Defence Ministry exempts 5 marla houses in cantonments areas

RAWALPINDI, Dec 7 (APP): The Ministry of Defence has exempted the 5-marla residential houses situated in all the 43 cantonments of the country.

According to the notification issued by the Ministry of Defence here Friday, all the residential houses built on 5 Marla plots have been exempted from property tax with immediate effect.

Shadi Lal Building will be vacated despite protests

LAHORE: Planning and Development (P&D) Department chairman Suleman Ghani said on Monday that the government would vacate and conserve the historic Shadi Lal Building despite protests by students of the Technical Education and Vocational Training Authority (TEVTA).

TEVTA runs two institutes in the building – the Government Polytechnic Institute for Women and the Government Vocational Training Institute for Women.

Ghani told that the P&D Department had asked TEVTA to vacate the building and move into a modern building that catered to all its needs. He said the chief minister had also asked authorities concerned to find a suitable place for TEVTA institutes. He said protests against the order to vacate the building were irrational.

    Political uncertainty hits property business!

    KARACHI: The recent political crisis has affected the property and real state business of the country.

    “Property business in the country has been inactive for the last two or three months due to uncertain political scenario,” said Basit Mahmood, Project Director GlobBiz Avenue, the largest residential and commercial project of Gwadar.

    “We offered real estate at special discounts at Build Asia exhibition. Gwadar is offering a perfect real estate investment opportunity in the long term as well as short term,” he added.

    Various national and international companies participated in Build Asia 2007 exhibition and conferences, which ended on Thursday.

    People are sceptical about investing in Gwadar and generally think that their money will be lost there. At Build Asia, the Gwadar Development Authority set up its own stall in order to ease people’s fears and remove their reservations.

    The NLC has no business constructing bridges!

    A section of private builders and people belonging to different walks of life have strongly criticised the involvement of the National Logistic Cell (NLC) and various other entities related to the armed forces in getting contracts for building different mega projects in the city and in the country. Most of them believed that such organisations should go back to doing what they were brought into existence for and stop developing real estate property instead.

    These reactions pertained to the collapse of a bridge on the Northern Bypass, constructed by the NLC, on Saturday.

    Chairman, All Pakistan Contractors Association (APCA), Agha Feroz Usmani said that there should be an open playing field for the private sector in the awarding of such contracts.

    He said that bids for the said project were not invited from the builders, adding that open tenders should be floated in such cases.

    Jinnahs daughter vies for Mumbai home!

    MUMBAI (Reuters) - The daughter of Pakistans founder, Mohammad Ali Jinnah, has asked an Indian court to grant his claim to a sprawling home built by her father in India before the countrys partition in 1947.

    Jinnah constructed a European-style seafront bungalow in the late 1930s in Mumbai, where he lived with his wife and only daughter before moving to newly created Pakistan at independence.

    For decades, Jinnah House, with its imposing columns, Italian marble and walnut paneling, was home to Britains deputy high commissioner, but mostly fell into disuse after being vacated in 1982.

    On Tuesday, Jinnahs 88-year-old daughter, Dina Wadia, who lives in New York, approached the high court in Mumbai in a bid to gain ownership of the property, built on 2.5 acres (1 ha) of land estimated to be worth about $400 million.

    US economic support programme soon

    KARACHI: The US Deputy Assistant Secretary of State for Trade Policy and Programmes, Chris Moore said on Tuesday that the US is putting in motion a 15-year long-term initial economic support programme for Pakistan, which is unprecedented and has never been done for any country or region.

    “There are many opportunities that are available for Pakistan under this programme such as Trade and Investment Facilitation Agreement, Bilateral Investment Treaty and Reconstruction Opportunity Zones, etc.

    “The stability of Pakistan is of vital interest to the US,” said Chris Moore while meeting a 12-member delegation of the Karachi Chamber of Commerce and Industry (KCCI), led by its president Majyd Aziz.

    Pakistan to send back all Afghan refugees by 2009

    ISLAMABAD, July 30 (NNN-Bernama) -- Pakistan will send back all Afghan refugees, particularly those settled in Balochistan and the North West Frontier Province (NWFP), to their homeland by 2009, Pakistans Minister for States and Frontier Region Sardar Yar Mohammed Rind has said.

    Four Afghan refugee camps in Balochistan and the NWFP will be definitely closed and all the refugees would be sent back to their country by Dec 30, 2009, PTI quoted the Dawn report on Monday.

    According to government estimates, at present there are over two million Afghan refugees in Pakistan and a majority of them are settled in the NWFP.

    Moin Khan files Rs50m lawsuit against wife

    Former Pakistan cricket team captain, Moin Khan filed a Rs50 million lawsuit in the High Court of Sindh against his wife to get possession of his properties in Defence Housing Society.

    The plaintiff submitted that relations with his wife Tasneem Khan were on the verge of collapse and he was about to initiate divorce proceedings. His counsel Khawaja Naveed Ahmed submitted that the plaintiff, through his high-profile career in international cricket, generated sufficient liquidity and purchased two 1,000 square yards residential plots in DHA Phase-VI and VIII respectively in the name of his wife as benamdar.

    He said the original documents of property in Phase-VI were in his possession but the documents of plot in Phase-VIII were missing. He expressed apprehension that the plaintiff’s wife stole the same from his house.

    SECP invites comments on REITs regulations’ draft

    ISLAMABAD: The Securities and Exchange Commission of Pakistan (SECP) has invited comments and suggestions from all stakeholders on its draft of Real Estate Investment Trusts (REITs) regulations, 2007.

    The commission continuously strives to offer financial products to investors, which are tailored to suit the prevailing market conditions and any future contingencies. The most recent development in this regard is the introduction of REITs, a news statement issued here stated.

    The recent amendments made to Part VIII-A of the Companies Ordinance of 1984, through the Finance Bill, 2007, empowers the commission to make regulations in relation to section 282 of the Ordinance.

    An accountability court postponed till September 3 the hearing of a reference against Brig (r) Karar Ali Agha, former vice chairman of the Defence Housing Authority (DHA), since the Lahore High Court stayed the proceedings. Agha illegally acquired assets worth Rs 13.2 million in the name of his wife Kishwar Batool, son Irfan Ali Agha, and daughters Saima and Sumera. He is also accused of acquiring property in the name of his brother-in-law, Wasiyat Abbas, in Dallu and DHA. The total income of the defendant and his dependents was Rs 152 million from January 1985 to December 2002 whereas he spent Rs 284 million.

    Supreme Court’s notice to illegal occupants of commercial plot

    LAHORE: The Supreme Court of Pakistan has issued notice to illegal occupants of a 13-marla commercial plot to explain why they possessed the property without paying any legal dues. The court issued notice on a petition by the Punjab government seeking possession of land. On directions of the court, Punjab Housing and Urban Development secretary submitted a report that the plot situated at Ghulam Muhammadabad, Faisalabad, was in the possession of some unknown people. He said that the plot was auctioned in 1976 in which one Noor Muhammad and others were the highest bidders, but their offer was rejected. He said they occupied the plot in connivance with some government officials and moved the civil court and got an order in their favour on March 1980.

    CM pays ‘surprise visit’ to Lahore-Kasur Road

    LAHORE Chief Minister Chaudhry Pervaiz Elahi on Sunday paid a surprise visit to review the pace of ongoing construction work of Lahore–Kasur Road. He directed the Communication and Works Department and contractors to complete the project by August 14 and a weekly progress report should be submitted to him regularly.

    He said the government is spending billions of rupees on the construction of roads and development of infrastructure in the province so that the pace of socio-economic development should be accelerated.

    LBDA has criticised the LDA

    The newly formed Lahore Builders and Developers Association (LBDA) has criticised the Lahore Development Authority’s (LDA) arbitrary demolition of buildings in the city and feared massive repercussions of the act.     DEVELOPMENT-PAKISTAN: Expressway to Concrete Paradise

    City mayor Syed Mustafa Kamal believes that the answer to this port citys many woes lies in constructing a 24 km elevated expressway at a cost of 225 million US dollars. Completed in three years, this (the Karachi Elevated Expressway) would act as a southern bypass linking the seaport to the airport, the mayor told IPS during an interview. Kamal also spoke of marketing Karachi internationally and showing that the city has the potential of becoming the biggest business centre of the region. The expressway, being built by the Malaysian IJM Corporation would be part of the infrastructure that would showcase the city, he said. But urban planners and architects wince at Kamals vision of a Karachi, served by concrete flyovers, underpasses and expressways, and some say it is nothing short of apocalyptic.
